The phantasm is indeed utter junk. Personally, I'd like it to get an optimal bonus, thus making it a turbo-zealot for sniping.
I really hate that the phantasm does almost identical to my beam zealot with pulses. 500 damage is AWESOME at 30km (even better when you can push out to 100km). At 7.5km ... its kinda pathetic. Sure you CAN get decent range with scorch, but why bother compared to a beam-zealot ?
Every time I try and come up with a decent fit I end up coming out with something the plenty of stuff already does.
If you want to go in close then you can kiss your ass goodbye. You are no-where near fast or durable enough to do this (deimos syndrome). On the other hand you can't get good range with beams either. Leave at home.

As it stands, it makes a decent midrange DPS ship but it lacks the something special that should set it apart from a Zealot. The tracking bonus is very nice, I have no issues with the range we're made to engage in, but the ship lacks power in its 'role'.
I endorse this solution.
3x HS and the extra drone bandwidth would take it to around 500 dps at point range (just under with warriors, just over with hobgobs), which is on par with a FMP zealot. The zealot gets more range with scorch, but the phantasm gets better tracking, which is fair IMHO.
The drones and fitting for neuts would definitely make the phantasm stand out against similar sized targets. Yes, you'd have to get in close for the neuts, but the combination of 600ish dps with INMF and creditable neuting power would make it pretty fearsome inside its engagement range. Neuts are a good way to balance this I think, since they sure do give an edge above similar ships.
Extra EHP, speed and agility completes the package. With all of that, you could happily go with scram and web and MELT the hell out of similarly sized and EHPed targets.

That too would work fine for me. Basically it needs more fitting and a more dps. However you go about it, thats fine by me. The extra turret is more reliable, but less flexable.
